17/01152/TCA. 43 North Street, Chichester. Notification of intention to fell 1 no Holm Oak tree and formative prune of 1 no Beech tree.

The Executive Committee consider that this proposal is unacceptable because the Holm Oak is a fine specimen and it contributes to the character of the backs of the Listed North Street properties in the Conservation Area. It is felt that any damage to the undistinguished neighbouring garage can be dealt with by well-tried structural solutions.

Therefore the Committee objects to this application and asks that the Council refuses permission.

Retention of ground floor shop unit with structural repair, modification and foul drainage works. Conversion of the first and second floor shop ancillary space into a 2 bedroom 4 person residential flat with associated works.

 Strongly Object. The work proposed will destroy historic fabric in this important seventeenth-century building. The age of the building quoted on the documents (1790) is clearly inaccurate. The building is so important that commercial considerations should not override historicity. This application should have been referred to the Historic Buildings Advisor but was not.

Removal of existing timber enclosure to courtyard. Proposed single storey rear extension and erection of timber decking with glazed balustrade. Form window opening in internal load-bearing wall.

Object. The extension is over large and should be in timber rather than aluminium and there are no details of the holes it is planned to cut in the internal walls.

The Executive Committee considers that the proposal is unacceptable, because of the loss of historical fabric in one of the oldest commercial/residential premises in the City Conservation Area. Wrongly described as late 18th century, this property, with its internally visible intact timber framing, is at least 100 years older and it merits enhanced listing above the present Grade 2. Therefore the Committee objects to this application and asks that the Council refuses permission.

31 North Street Purchases Restaurant

17/00567/FUL & 17/00568/LBC. 31 North Street, Chichester. Change of use of 1st floor offices and 2nd floor apartment to 10 letting en-suite bedrooms, including internal structural alterations.

The Executive Committee considers that this proposal is unacceptable because there is insufficient detail information on the conservation of historic building fabric in the course of altering this grade 2 * listed property. Therefore the Committee objects to this application and asks that the Council refuses permission

16/03743/LBC; 60 North Street; removal of existing awning and shopfront repairs to rendering and woodwork including change of colour. Proposed internal alterations and additions including the re-opening of boarded up rear access.

No objection to principle, but details should be provided of materials and style of new rear door. Also confirmation of the location of the street number, shown on lower front door in illustration, but not on elevation drawing.

16/03633/DOM & 16/03634/LBC; 43 North Street; conservation repairs, rear window and kitchen door addition/alteration. New ground floor cloakroom from hall with shower/WC above as en-suite to master bedroom 1.

No objection to repairs but serious concerns about loss of historic fabric in creation of an extension to provide additional toilet/shower facilities including the proposed access to 1st floor bathroom which is not detailed. The extension would also compromise the rear elevation of this GII* house. We query the need for this additional accommodation. Must be referred to the HBA.
