22a Lavant Road

17/01073/FUL. 22a Lavant Road, Chichester. Demolition of dwelling and erection of 2 no 4-bed detached houses with shared garage, 3 no 3-bed link detached houses with integral garages, parking and new access drive.

 The Executive Committee consider that this proposal is unacceptable because it involves the loss of an attractive detached house in its garden setting important to the prevalent character of this impressive north access drive into the city. Its replacement with 5 houses on small plots represents overdevelopment in the context.

Therefore the Committee object to this application and asks that the Council refuses permission.

3 The Boardwalk, Northgate

17/00974/FUL, 3, The Boardwalk, Northgate, Chichester. Change of use from A1 retail to A3 restaurant at ground floor and to C3, 4 no 1-bed maisonettes and 1 no 2-bed flat with associated access.

 The Executive Committee considers that this proposal is unacceptable. The proposed large restaurant with the loss of the present retail space will create an evening noise nuisance for adjoining residential properties in Franklin Place including the associated deliveries and food waste disposal.  The residential properties created are, it is felt, sub-standard with limited outlook & daylighting and no car parking provision. Also it is understood that there exists an interesting original vaulted upper floor space with impressive roof trusses which will be subsumed in the creation of the flats.

Therefore we object to this application and ask the Council to refuse permission

Water Tower, Graylingwell

17/00123/FUL. Water Tower, Grayligwell, Chichester. Change of use from redundant space to office with side extension and associated alterations.

The Executive Committee considers that the proposal is unacceptable because of the lack of sufficient detail information on the formation of the extension and infilling of the existing ground floor overhang as well as the internal relationship with the listed water tower structure. It is also pointed out that there is concern at the condition of the water tower structure which has deteriorating brickwork and a non-regularised installation of a satellite dish. Therefore the Committee objects to this application and asks that the Council refuses permission.

Unicorn House, 8 Eastgate Square

17/00489/FUL. Unicorn House, 8 Eastgate Square, Chichester. Change of use of Ground Floor to A3 Restaurant, including new doors, mechanical extract shaft and acoustic enclosure to roof plant.

The Executive Committee considers that the proposal is unacceptable, because the roof plant with its acoustic enclosure is visible in street and upper level views and will disfigure this locally listed building and the Conservation Area. Therefore the Committee objects to this application and asks that the Council refuses permission.

Aldi, Barnfield Drive

17/00705/ADV. Aldi, Barnfield Drive, Chichester. 1 double faced H-frame high level and 1 low level illuminated signage. 1 vinyl on glazing non-illuminated signage. 2 vinyl on facade illuminated signage.

The Executive Committee considers that the proposal for illuminated signage is unacceptable because of non-compliance with the South Downs National Park Dark Skies Policy. This should be followed in this newly established retail estate next to the Park.
Therefore the Committee objects to this application and asks that the Council refuses permission.

71 – 72 North Street

17/00563/LBC. 71 – 72 North Street, Chichester. Retention of ground floor shop with
structural repair modifications and foul drainage works. Conversion of 1
st and 2nd floor shop ancillary space to 2 bed residential flat.

The Executive Committee considers that the proposal is unacceptable, because of the loss of historical fabric in one of the oldest commercial/residential premises in the City Conservation Area. Wrongly described as late 18th century, this property, with its internally visible intact timber framing, is at least 100 years older and it merits enhanced listing above the present Grade 2. Therefore the Committee objects to this application and asks that the Council refuses permission.

31 North Street Purchases Restaurant

17/00567/FUL & 17/00568/LBC. 31 North Street, Chichester. Change of use of 1st floor offices and 2nd floor apartment to 10 letting en-suite bedrooms, including internal structural alterations.

The Executive Committee considers that this proposal is unacceptable because there is insufficient detail information on the conservation of historic building fabric in the course of altering this grade 2 * listed property. Therefore the Committee objects to this application and asks that the Council refuses permission
